DR. ALVIN A. COOK, JR.
Dr. Cook has over 30 years experience in domestic and international financial and economic
analysis, project development and implementation, valuation of enterprises, and privatization in the
transportation, energy and other utilities sectors. This experience has involved cash flow analysis,
project development, financial investment analysis, development of financing, project preparation,
equity, debt, and leasing arrangements, and business planning in emerging market countries for
private business ventures and infrastructure projects and private business ventures as well as
financial and economic analyses of domestic issues. Dr. Cook has worked with airports, marine
ports, power plants, and government agencies to develop pricing sensitive business models and to
determine the cash flow and the balance sheets of new projects. He has also assisted in the
development of government policy in the areas of taxation, revenue enhancement, cost reduction,
and macroeconomics as they pertain to corporate and project cash flow., energy and the environment
Moreover, He has worked in several sectors with a particular emphasis on the transportation, energy,
environment, and business development sectors. He has excellent skills with computers including
system design and programming. He has designed and conducted surveys to support the analysis of
markets and product pricing.
Dr. Cook has also provided feasibility analyses and studies for the major rehabilitation of
infrastructure projects. He has provided training in the organization and structure of financial
analysis and financial planning. For example, he organized and participated in a seminar on private
sector financing for the African Development Bank focusing on the aviation sector. Dr. Cook has
worked in countries throughout the world on establishing investment requirements for transportation
adequate economic and financial paybacks.
Dr. Cook has also assessed the potential for new projects and defined the scopes, benefits, costs,
financing possibilities, and risks of these projects. Some relevant projects include the assessments
of the financial viability of road projects in Bulgaria and Macedonia, port projects in the United
States, Sri Lanka, Algeria, Georgia, Romania, Bulgaria, and Turkey, and aviation (airline, airspace,
and airport) projects in the United States, Angola, UAE, Egypt, Bahrain, Jordan, Kuwait, Qatar,
Paraguay, Thailand, Turkey, Hungary, Sierra Leone, and Poland. He has also provided financial
analyses of the modernization of satellite-based meteorological systems in Brazil, Argentina,
Uruguay, Ecuador, Chile, Peru, Colombia, Paraguay, Bolivia, Mexico, El Salvador, and Costa Rica.
Dr. Cook has performed consulting services for many private companies and for the U.S. Trade and
Development Agency, the U.S. Agency for International Development, the World Bank, the
Interamerican Development Bank, and the Asian Development Bank. In addition, he has worked
with other U.S. Government Agencies, foreign governments, and State and local governments in the
United States.
