JOSEPH J. (NICK) KOZAK

Mr. Kozak has over 25 years experience and a track record of success in improving business development, profitability, product quality, and manufacturing/production for high-profile organizations. He was a senior executive with the FAA, Airway Facilities Service, prior to retirement. He has been a Senior Associate with Wayne Minnick & Associates, LLC, since 2010. As such he recently assisted a major law firm in Ohio representing a coal company with understanding of FAA issues concerning coal extraction work near a remote communications facility. He was acknowledged by the company for his astute handling of the many issues resulting in a favorable outcome for the client and FAA. Mr. Kozak has worked for several other companies since FAA retirement. The following summarizes his accomplishments and experience.

LOUIS BERGER GROUP - East Orange, NJ Consulting Manager, Aviation Systems (2005 - 2007) Consult with Korean government, Incheon International Airport, and Airfield Lighting for $100 million contract. Scope of responsibility includes conducting contract negotiations, approving system requirements, directing systems integration activities, and ensuring compliance with international guidelines. Provided Assistant to Navigational Aids, Baggage Handling, and People Mover Departments in the interpretation of ICAO requirements. Responsible for conducting contract negotiations between the consortium partners for the transfer of technology in order to build a major part of the airports surface movement guidance system in Korea. It is my responsibility to advise the IIAC on the installation of the Airfield Lighting System (AFL), visual docking guidance system (VDGS), automation, navigational aids, radar systems interfaces, evaluate approve systems requirements and provide guidance for system integration with the existing surface movement guidance control systems (SMGCS), the new advanced- surface movement guidance control system (A-SMGCS) with the ASDE-X, ASDE-3, Flight Information System, ARTS, VDGS, and Terminal Approach.

Selected Accomplishments: Catalyst for million dollar savings and negotiator for a contract between Hyundai Information Technology Group and Honeywell Germany that saved a $30 million contract for high technology transfer as Consulting Manager for Louis Berger Group, Korea; Facilitated $1.6 million savings through resolution of corrosion issue for 16,000 in-ground light bases. Saved ~$30,000 by evaluating power systems, determining cause of failure, and recommending solution; Facilitated $ 1.5 million savings for airport operations by determining coupler bearing out of alignment. Saved having to replace both Engine Generator (EG) and the Motor Generator Unit (MGU).

SERCO GROUP - Gibbsboro, NJ Program Manager (2003 - 2004) Program Manager, Iraq Air Navigation System Rebuilding, Serco, Inc., Herndon, Virginia (October 2003 to March 2004) ; Establish a Air Navigation Team for Iraq for the $100 million redevelopment and rebuilding of the Iraq Air Navigation System for Iraq; Manager of Team that conducted Airspace evaluation of Baghdad Airport, Iraq; Program Manager (Serco) for the development of Program Evaluation for US Military for Baghdad Airport; Assisted in the development of Serco/Computer Science Corporation (CSC) program for the Automated Flight Service Station (AFSS) package for the FAA; Program Manager, Iraq Air Navigation System Rebuilding, Serco, Inc., Herndon, Virginia (October 2003 to March 2004); Establish a Air Navigation Team for Iraq for the $100 million redevelopment and rebuilding of the Iraq Air Navigation System for Iraq; Manager of Team that conducted Airspace evaluation of Baghdad Airport, Iraq; Program Manager (Serco) for the development of Program Evaluation for US Military for Baghdad Airport; Assisted in the development of Serco/Computer Science Corporation (CSC) program for the Automated Flight Service Station (AFSS) package for the FAA.

Selected Accomplishments: Senior Program Team Manager for SERCO, Inc., for the 'Redevelopment Plan' subsequently used by the Iraqi government to rebuild the Iraqi Airspace System, including equipment, manpower, training, facility, support systems and services.

SCATS, INC. - Deale, MD Program Manager (2003) Oversaw all aspects of management and technical support services program, with emphasis on meeting requirements of Jordan Airspace Modernization Plan Feasibility Study. Developed scenarios and assessments, analyzed data, conducted meetings with team members, coordinated various tasks, and addressed/resolved issues as needed.

Selected Accomplishments: Oversaw creation of 15-year plan used by Jordan Civil Aviation as guide for modernizing airspace system. Established replacement and update costs for passenger load bridge ($14 million), airport power systems ($10 million), and technical training program ($5 million); Provided facilitation, negotiation, problem solving, and "buffering" skills among multiple individuals to maintain program/project momentum and achieve goals.

FEDERAL AVIATION ADMINISTRATION - Washington, D.C. Built distinguished record of achievement and advancement through increasingly responsible positions for renowned federal aviation regulatory agency. Supervised teams of over 100 and budgets ranging up to $25 million, as well as programs that spanned from $500,000 to over $500 million in scope. Program Manager / Special Projects Officer (1995-2003) Held full responsibility for National Airspace Systems (NAS) Sustainment Program Management, including projects exceeding $500,000 and FAA initiatives of up to $550 million. Represented FAA, along with NORAD, for establishment of data sharing and security process between multiple organizations, including DEA, FBI, U.S. Customs, NAV Canada, 1st Air Force, CIA, and other organizations.

Selected Accomplishments: Created and established the National Air Space Sustainment Board (NSB) for the FAA that prioritized issues for receiving funds, expedited decisions regarding equipment replacement, and created funding profile for following fiscal year; Served as Co-Lead for FAA's National Lifecycle Management of Operations document and wrote Airways Facility (AF) maintenance/operations segment as part of lifecycle management policy.

Assistant Manager / Manager, General National Airspace Sector (GNAS) (1989-1995) In charge of over 1,200 outlying maintenance facilities, supervising team of over 130 (including direct staff of 30+). Developed operational plans, created budget, and organized, coordinated, directed, and evaluated cross-functional group of staff engineers, support personnel, technicians, and logistics specialists. Selected Accomplishments: Drove 180-degree turnaround for one of the nation's most under-performing operations, leading to award as National Airspace Sector of the Year, 1990; Initiated first Regional Environmental Compliance Officer position for the FAA, adopted nationally to ensure compliance with federal, state, and local regulations; Implemented 1st sector management team for prioritizing air traffic services.
