IDENTIFICATION AND DEVELOPMENT OF A CAPACITY EXPANSION PROGRAM FOR MOZAMBIQUE

WMA played a major role in reviewing and evaluating the aviation infrastructure in the country of Mozambique for the Director General of the Empresa Nacional de Aeroportos de Mozambique (ADM). This study included en route and on site reviews and evaluations of each of the 9 major airports, air traffic control facilities, and major airways throughout the country. Specific task assignments were to review, evaluate, and recommend necessary changes to the aviation and air traffic control infrastructure. To ensure continuity of information, a standardized evaluation and recommendation metric was developed to use for each facility. The operations and training manuals were reviewed and evaluated to ensure compliance with applicable ICAO documents, with recommendations made for improvement and compliance.

Airport evaluations and recommendations were conducted from an air traffic controller's and pilot's viewpoint. The primary focus was placed on improving taxiway and runway egress and ingress, runway and approach lighting, approach aids and instrument approaches, and other areas which could improve air traffic flow.

Enroute observations and evaluations were conducted under both instrument and visual flight rules in both instrument and visual meteorological conditions. Evaluation criteria included range of navigation aids reception at various altitudes, continuity of radio reception, and quality of ATC transmissions and instructions.

Specific findings on all areas evaluated were noted and discussed, and recommendations made which included immediate, short term, or long term remedial action. Those immediate improvement recommendations were those in which safety would be enhanced, with short term being those recommended to be implemented within 5 years, and the long term those within 10 years.

WMA developed a comprehensive report to support the findings, including commentary from outside sources. This comprehensive report, which includes an Executive Summary, specific recommendations, and cost estimates, is a part of a larger report presented to the Mozambican Director General of Aviation.
