POLISH CIVIL AVIATION SYSTEM
MASTER PLAN AND INVESTMENT
PROGRAM
WMA performed as part of a team that researched the Polish
civil aviation support infrastructure, policy, procedures, organizational
structure, finances, facilities, personnel resources, and other factors in order to
create a Master Plan for an USD 170 Million development program. The scope
of this study, which was funded by USTDA, included the entire Polish national
airspace and ATC system, seven international airports, four major domestic
airports, and ten airports used for general aviation. The specific task efforts
were to:
Develop a methodology and make forecasts for domestic and international passenger,
cargo, and aircraft movements for a fifteen year period.
Conduct field visits to eleven major airports and ten smaller airfields used for general aviation to assess existing deficiencies.
Develop airport system requirements, e.g., runways, taxiways, pavements,
terminal, cargo facilities, lighting, etc. in view of the anticipated growth in
passenger, cargo, and aircraft movements.
Develop detailed requirements for air traffic control equipment, navigational
aids, communications, surveillance, and meteorological equipment based on
future capacity needs at each airport and the ATC System.
Conduct financial analyses of the revenues, expenditures, and projections of
the agencies which support air traffic control and airport operations.
Conduct an organizational review of the aviation agencies, assess deficiencies
in structure, staffing and personnel qualifications, and make recommendations
to improve the organization.
Provide orientation visits of senior aviation officials to the U.S., conduct
specialized training, and provide a program of future training for all
functional areas of the aviation support agencies.
Final reports included:
An Executive Summary was prepared in Polish and English which provided an
overview of the key findings and project recommendations.
A Final Report containing a detailed report of all study activities and results
including an investment plan.
Appendices containing detailed information relative to findings and project
recommendations.
