TECHNICAL ADVISORY SUPPORT
SERVICES FOR POLAND'S AIRPORT
AND AIR TRAFFIC CONTROL
AUTHORITIES
WMA performed as a subcontractor to TASC, Inc. in providing Technical
Advisors to Poland's Airport and Air Traffic Control (ATC) authorities for over one year. The advisory work was in six areas:
(1) Project Engineering Support -- update baseline technical projects'
requirements, definition, and justification; review technology changes;
perform trade-off analyses; update cost estimating; ensure harmonization with
European planning; address aviation policy matters; provide technical advice
and training on ATC related issues; and provide technical interface with the
Financial Advisor, as needed;
(2) Review/Develop Acquisition System -- Provide policy and strategy
guidance; define organizational issues and solutions; recommend acquisition
authority levels, develop rules, procedures, and directives; and define process
of tendering, including standards and evaluation criteria;
(3) Develop Selected Tender Documents -- Develop specifications for selected
projects and develop requests for proposals, using automated tools and
processes; and provide assistance in using the automated system;
(4) Evaluate Selected Proposals -- develop evaluation metrics and provide a
quantitative structure for evaluation of proposals, focusing on quantitative
processes and automated tools; and participate on selected evaluation boards;
(5) Training and Technology Transfer -- Provide training in automated tools
and methodology for acquisition management; and
(6) Air Traffic Control Technical Support -- review new SID/STAR
procedures for Warsaw International Airport, develop transition plans for the
ATC Training Center's move to the new ATS Facility, and support other day-to-day ATC concerns.
