EVALUATION OF AN ATC
CO-PRODUCTION JOINT VENTURE
IN RUSSIA
WMA performed a study for the U.S. Trade and Development Agency
(USTDA) which evaluated a proposal submitted to USTDA to perform a
technical evaluation of the commercial and technical viability of converting
appropriate elements of the existing Scientific Research Institute of Radio
Equipment (AUSRIRE) of St. Petersburg, Russia, from its former military
and government utilization role to civilian commercial sector use as builder,
integrator, and services supplier of Air Traffic Control/Air Traffic
Management Systems. Subject to confirmation by the study, a conversion
strategy was developed by the sponsor that will utilize many (but not all) of the
current AUSRIRE assets in a new corporation to be known as RAMSCO
Industries, Ltd. The RAMSCO company will be a joint venture between
AUSRIRE, a group of American companies, and a yet to be identified lending
institution.
WMA's evaluation included the financial, technical, environmental, and
political aspects of the proposed project. We recommended a revised Scope of
Work and budget which was accepted by USTDA and the project's sponsor.
