THOMAS MIKE SELLERS

Senior advisor and liaison between Air Force Material Command (AFMC) Directorates, Product Centers and Air Logistics Centers on matters affecting support of 268 Air National Guard (ANG) and Air Force Reserve Command (AFRC) operating units dispersed throughout the United States. Provide supervision of four Colonels at AFMC Air Logistics Centers who provide on-site assessment of funding, workload, facility requirements and management, along with logistics and operational policies and procedures. Advise and assists AFMC Commander (CEO), Director (CEO) ANG, and Chief (CEO) AFRC, and staffs on all matters impacting readiness and sustainability of $1.2(B) Air Reserve Forces program.

Senior logistics officer on ANG/AFRC Requirements overview committee, developed acquisition strategy for F-16 Precision Attack Targeting Pod (PATS), F-16/A-10 Night Vision Systems, A-10 LASTE program, Electronic Warfare (EC), and 45 other weapon system improvement programs. Review logistics programs, policies, procedures, facility requirements and projected budget requirements assuring specific objectives and priorities of AFMC, ANG, and AFRC mission programs were met. Team member that determined facility, munitions storage and fuel requirements to support Air National Guard Aircraft worldwide deployments. Participated in Integrated Product Teams with Civil Engineering, Engineering Service Companies, Communications Companies and Architectural Companies planning and designing facility requirements to support F-16, A-7D, A-10 and KC-135 units. Specifically: Design of new Hangers (KC-135- Meridian MS, F-16 AATC-Tucson AZ), Munitions Maintenance and Storage (Tulsa OK, Westfield MA, Turkey, United Kingdom, Israel), ECM Pod, Avionics, Propulsion facilities (Tulsa OK, Westfield MA). Facility Modification designs for Hydraulic, Electrical, Welding, Sheetmetal, Management and Control facilities to support new missions (Tulsa OK, Westfield MA, Tucson AZ, United Kingdom, and Turkey).

Directed preparation of plans for logistics support covering Environmental, Maintenance and Supply facility requirements. Crafted the ANG Logistics Strategic Plan that provided the long range planning for personnel, facilities and activities at 100 Air National Guard organizations. Evaluate logistics programs, establishing responsibilities, estimating trends, and project requirements and capabilities of supply, maintenance, transportation and procurement. Managed, formulated and administered logistics plans and programs within the operational (retail), acquisition (wholesale), joint, and international communities. Provided advisory service to allied air forces in developing policies and procedures for integration of all facets of aircraft maintenance and logistics support concepts. Leader of the integration of Joint Logistics Support Center (JLSC) project management and support software into the Air Reserve Forces to enhance mission compatibility.

Managed, formulated and administered logistics plans and programs within the operational, acquisition, joint, and air reserve forces. Senior representative on process action and integrated product teams designing aircraft maintenance hangers, avionics support, electronic countermeasure (POD), Structural Repair, Sheet Metal, Composite Material Repair, Welding, Electrical, Propulsion and Hydraulic repair standard facilities across all ANG F-16, A-7D, A-10, F-15 and KC-135 aircraft maintenance and repair within the United States and wartime mobilization locations within the United Kingdom and Turkey. Advised the Israeli and Egyptian Air Forces on facilities and maintenance practices relative to munitions, fuel, avionics and intermediate support for F-4 and F-16 A/B aircraft. Managed installation mobility, war reserve materiel, and support agreement programs and logistics contingency planning. Team leader in the development of lean manufacturing, support and supply chain management revising the procedures and processes to save funds and increase support to engines, aircraft and commodities. Revitalized the KC-135, B-52, B-1, propulsion, item management and depot repair programs. Initiated programs that saved over $ 135 (M) and 150,000 man-hours. Evaluated the Air Logistics Center as a Malcolm Baldrige Quality examiner and customer service goal champion. Served as logistics focal point for coordination with DOD, Joint activities, Major Commands, Foreign Governments, and government contractors for international logistics, security assistance programs and Air Reserve Forces. Facilitated and sponsored customer interface visits to ANG units for aircraft, propulsion, and commodities resolving long-standing issues. Coordinated the funding of $ 590,000 in additional support to critical repair programs. Served as the program office focal point for logistics throughout the acquisition life cycle on KC-135 R, C-26 aircraft including Contractor Logistics Support, and Facility Requirements. Translated program requirements and specifications into logistics support requirements. Participated in fiscal policy formulation for KC-135, B-52, C-12, C-26 and propulsion systems. Spearheaded the introduction of Maintenance Free Batteries into the B-52 and KC-135 reducing life cycle costs by $ 50 (M).

Chief Operating Officer directing, leading, and managing maintenance activities for 24 A-10 aircraft including avionics, propulsion, munitions and related support equipment and facilities; commanded aircraft, avionics, and munitions maintenance units. Brought in as a change agent by Commander (CEO) and State Adjutant General (Board Chairman) to rebuild organization. Revitalized and improved mission accomplishment by 18.5%, retention 12% while reducing costs 10%. Originated and launched program on Total Quality Management within State. Utilized strategic planning and process management techniques to improved teamwork. Improved on time and scheduled take off by 30% increasing effective missions by 50%.

Chief Financial Officer responsible for payroll, accounts payable, budgeting, and accounts receivable for a $ 10(M) aerospace operation. Commander who planned, directed, organized and lead all financial and resource support activities for 1100 personnel. Change manager brought in after marginal state and federal audits. Developed integrated accounting training programs. Initiated new procedures and policies resulting in saving over $ 1(M) while receiving the highest AF unit rating received in 15 years in only six months.

Directed logistics and program management on A-7, A-10, F-15, and F-16 aircraft. Teamed with AFMC System Program managers, engineers, and project officers on test plans, data requirements, modifications, integrated logistics support plan (Including Facilities), and specifications to completing modifications on time and under cost. Established and directed the A-7K flight test and F-16 Night Vision upgrade. Worked with Israel on the Levi program assisting in identification of logistics issues. Planed and managed acquisition program for major upgrade of A-7, including new engine, avionics and structural changes. Performed the managerial functions involving engineering, program control, test and deployment, configuration management, and integrated logistics support for the acquisition life cycle. Commander (COO) responsible for the staff functions essential to acquisition program and acquisition support role. A-7K was a $ 500(M) program developed and supported by the Air National Guard and LTV Corporation. Duties required regular discussions with LTV President, Board members, and senior officials in engineering, acquisition, budgeting and logistics planning. Leader of development teams and customer/government review teams ensuring program was on time and under cost. Program was recognized for aggressive cost containment and outstanding aircraft performance.

Single point of contact within the Air National Guard and Air Force Reserve for coordinating and implementing all flight test aircraft modifications, and configuration changes in coordination with AFLC. Recognized as the authority within the Air Reserve Forces for aircraft modification and flight test management. Developed and implemented HQ USAF Program Management Direction, developed statements of work in conjunction with AFLC system Program Mangers and managed approval of aircraft modifications. Monitored configuration control program and integrated logistics planning review boards. Programmed and tracked all engineering and flight-test activities and funding ($600,000). Selected by USAF to chair Tiger Teams in high reliability maintenance free batteries, and highly portable flight line testers. Managed A-7 Low Altitude Night Attack program, developing support equipment, training and support doctrine. Developed the logistics support elements of the Forward Looking Infrared system. Spearheaded the development of an integrated strategic modification planning program and ANG long- range strategic plan for aerospace forces.

Commander and Aircraft Maintenance Officer responsible for all planning function and establishment of goals for maintenance activities, determining resource and training needs, developing operating guidelines, policies and procedures. Direct and control all activities within the aircraft maintenance complex, ensuring technical data compliance, safety, security and OSHA requirements. Directed National Guard Bureau attack aircraft maintenance branch setting policy, procedures, and requirements for 20 Air National Guard A-7/A-10 aircraft maintenance squadrons. Monitored and established funding to support repair, overhaul, depot maintenance, flying operations and testing on 480 aircraft. Reviewed and revised logistics support plans, modification proposals, national war plans and contingency operations plans and facility, and munitions storage requirements worldwide. Participated in senior pentagon review of propulsion, readiness and weapon system funding, execution and operational performance activities. Coordinated and developed program management directives and system safety requirements for units and Air Force Logistics Command. Executed and managed over $ 250(M) assuring operational requirements were fulfilled. Recognized as authority in logistics planning and execution, aircraft modification planning and logistics support analysis.

Participate in the management and direction of the aircraft maintenance branches and immediate staff. Directed, monitored, planed and managed maintenance activities to include overhaul, modification, repair, reclamation, salvage, preventive maintenance, training programs conditions and requirements for facilities, and operational and management evaluation inspections. Participates in formulation of policies, concepts, and procedures to insure effective and efficient use of union and non-union personnel. Apply and develop standards of timeliness, quality and reliability on aerospace systems. Establish standards of performance for on and off equipment. Monitor incident and material deficiency reports and trend analysis. Received seven outstanding performance awards and one sustained performance award.
